Sheena was educated in Scotland, before graduating from University of Leeds in social and public administration. After completing her post graduate qualifications in social work, Sheena worked in local government for nearly 20 years, in child protection and mental health as a qualified social work professional and senior manager.
After Sheena and her family returned from the Middle East, where she set up an international Executive Search company, she entered the Scottish Government in 2000 and drafted the Strategy for the Development of the Social Services Workforce in Scotland. Sheena then specialised in competition policy and State aid, heading up the Scottish Government State Aid Unit, which advises the public sector in Scotland on the compatibility of their funding under EU law. Sheena has presented extensively in Europe on behalf of the European State Aid Law Institute (ESTALI) and the European Academy for Taxes, Economics and Law.
