Comment on the Removal of the Two-Child Limit (Stage One)

We welcome the recent vote in the House of Commons to remove the two-child limit — a decision that brings us significantly closer to scrapping this damaging policy. This development is an important step forward for children, young people and families includem supports across Scotland.

Since its introduction, the two-child limit has denied essential support to children, young people and families who need it most, pushing too many into poverty through no fault of their own.

While this legislation has now cleared its initial parliamentary stage, it must still pass further scrutiny by MPs and peers before becoming law. We urge the UK Government to remain committed to delivering the policy change by April 2026, and to avoid further delay.

Every child and young person deserves the best possible start in life. No child should be penalised for the number of siblings they have, and children should never be made to feel that poverty is their personal failure. Supporting families through times of hardship is not an act of charity — it is a collective responsibility.

Removing the two-child limit is a vital step in the right direction, but much more needs to be done. Continued ambition and action are needed at all levels of government to ensure that every child, young person and family in Scotland can grow up safe, supported and free from poverty.
